A dated log of terms, help centre and fee changes at OnlyFans and Telegram, each with the page that carries it and the date the desk checked it.

This page records changes to the published rules, documentation and fees of the two platforms this desk covers. An entry goes on it only when the desk can point at a page that carries the change. Rumours, screenshots without a URL and vendor announcements about a platform do not qualify.

Newest first. Dates are the date of the change where a page states one, and the date of the check where it does not.

## The entries

### 2026-09-14 Telegram's published Star sell rate no longer matches Fragment's live price

Telegram The client configuration publishes a default `stars_usd_sell_rate_x1000` of 1410, that is $14.10 per 1,000 Stars. Fragment's live purchase page prices the same 1,000 Stars at $15.00. The configuration page describes its JSON as the defaults that must be used when a live value is unavailable, so the two are not formally in conflict, but anyone quoting the documented rate is quoting a number the shop does not charge.

### 2026-09-14 OnlyFans help centre and acceptable use policy unreadable from outside the app

OnlyFans The help article on AI chat and the acceptable use policy both return an empty application shell of about 17.7 KB, identically for a browser, for Googlebot and for Bingbot. Their text is served from an endpoint that requires request signing. The Internet Archive holds one capture of the help article, from 2025-04-05, and it is a 403. The consequence for anyone citing those documents is that the current wording cannot be independently verified.

### 2026-09-13 The OnlyFans help article on AI chat has been rewritten

OnlyFans The article now states that OnlyFans offers no internal AI chat tool, has no public facing API, and that creators may not directly integrate AI chat software into the platform. The earlier wording, corroborated through a third party mirror dated 2025-11-25, was a flat prohibition on using AI to write chats or direct messages. This entry rests on a dated print of the page supplied by the investigation's authors, who sell AI chatting software and disclose that interest. The desk has read the print and could not open the live page itself, for the reason in the entry above. ### 2026-08-31 Fenix International FY2025 accounts fall due, and are not filed

OnlyFans The Companies House record for company 10354575 shows next accounts made up to 30 November 2025 due by 31 August 2026, and a status of accounts overdue on 2026-09-14. The most recent accounts on the register remain the group accounts to 30 November 2024, filed 2025-08-27. The FY2025 figures reported in the press therefore come from the company's own reporting and not from a document on the register.

### 2025-01-21 Telegram sets a cutoff date for blockchain assets issued through bots

Telegram The Bot Platform Developer Terms carry the sentence that all assets issued or distributed on or after 21 January 2025 must adhere to the clause governing blockchain assets. This is the only clause in those terms that carries its own date, which makes it the one dateable change in a document that publishes no version history.

### 2024-09-04 The August 2024 OnlyFans Terms of Use go live

OnlyFans The previous text, dated December 2021, stood until 2024-08-25. The revision went live on 2024-09-04, five weeks after the Reuters investigation into AI chat software. The new text contains no clause on AI chat. It does contain a requirement that AI generated content be captioned with a signifier such as #ai, and a reservation of the right to use classifiers and machine learning tools in content review. The live page still carries the footer "Last updated: August 2024".

### 2024-08-14 Telegram adds Star reactions and Star subscriptions for channels

Telegram Channel owners can receive Stars as a reaction, and can issue invite links that charge a monthly price in Stars. The announcement states that channel owners receive 100% of the Stars sent as a reaction. That is 100% of the Stars, which still convert to rewards at the published rate of 0.013 USD each.

### 2024-06-30 Star payouts switch on, and paid media arrives in channels

Telegram Developers and channel owners can convert earned Stars into cryptocurrency rewards or discounted advertising from this date. The same announcement introduces paid photos and videos in channels. It is also the post that contains Telegram's own framing of its position, that it takes practically no commission on Star transactions and that only taxes and payment system fees apply.

### 2024-06-06 Telegram Stars launch, without a way to take the money out

Telegram Stars become the required currency for digital goods sold inside Telegram. The launch post describes withdrawal in the future tense: developers will be able to withdraw Stars in Toncoin through Fragment. That capability arrived 24 days later.

## Changes the desk can see but cannot date

Some of the most consequential rules on these platforms sit in documents that publish no version number, no effective date and no history. The desk records them here rather than inventing a date for them.

- **The 15% fee on bots with topics in private chats enabled.** Telegram's Bot Platform Developer Terms state that enabling the setting subjects every subsequent Star purchase in that bot to a non refundable 15% fee withheld by Telegram. The clause did not exist in the documentation at launch. No date is published.
- **Broadcast messaging fees.** The same terms charge 0.1 Stars per message broadcast above a free threshold of 30 messages per second, available only to bots with at least 100,000 Stars on the balance and at least 100,000 monthly active users. No date is published.
- **The 85% share on paid messages.** Published in the Stars terms and mirrored in the client configuration. No date is published.
- **The OnlyFans acceptable use policy.** Its current text has not been read by this desk, and the archive captures since August 2024 are reported to be interstitial pages rather than the document. No claim is made about its contents either way.
